Yes, foreigners can legally purchase real estate in Azerbaijan, including apartments, houses, and commercial properties.

In Azerbaijan, when many friends tell someone, “Buy a $60,000 property,” some people think that after investing so much money in this country, what will we do here? So, what are the benefits of buying property in Azerbaijan? Some friends are like this: those who want to invest their money in a country where property value will rise in the future to gain profit. Other friends want to invest in a country where they can have their own house like people from Pakistan go to Murree for vacations, so they can have their house and spend holidays there.
Friends who have around $60,000–70,000, if they buy a $60,000 house here and spend the rest on a car, then they can work here — driving a taxi — to give their children a good life.
Now, what kind of property can you get for $60,000, how many bedrooms, or what size? A little clarification: in Azerbaijan, like in Pakistan, the property depends on the location. It depends on where and in which location you buy the property. Some of our Pakistani friends want to secure their own house and ensure no one can break into it.
In Azerbaijan, land houses are cheaper, while apartments are expensive because apartments provide more facilities. For a land house, you have to maintain it yourself, whereas apartments have community management. The building management takes care of maintenance like elevators, water, and hot water systems. Management fees are charged annually.
Even the smallest house in Azerbaijan is approximately 100–200 square meters, about four marla. If it’s 200 square meters, it’s about eight marla. A land house can be around eight marla or ten marla, so you can understand how much space it occupies. Facilities are fewer because there is no wastage. Apartments are built vertically, almost like a small city with a supermarket, medical store, grocery shops, and many other facilities on the ground floor.
That’s why apartments in Azerbaijan are expensive, and land houses are cheaper. The government condition is that $60,000 is not the price for every property; there are properties for $20,000 or $30,000 as well. But for foreigners, if they want to get a TRC, PR, or eventually a passport here, they have to invest $60,000.
What do you get for $60,000? Approximately a land house with four or five rooms, around eight marla of land, with four rooms, toilet, and bath. You can also get a two- or three-bedroom apartment, but outside the city. In the city, a one-bedroom property on Nizami Street can cost around $100,000. In Azerbaijan, a two-bedroom means two sleeping rooms; a one-bedroom means a hall. In Pakistan, one bedroom means one room. In Dubai, a one-bedroom is also called a hall.
There is also a transfer fee for the property, and some government fees. When you buy property in Punjab, the registration fee is nominal, not very high. For our recently bought house, priced around $60,000–$80,000, the registration fee was almost negligible. The transfer process takes about two weeks.
